Kelpie pup with coordination problems!?

i have a 12wks old purebred kelpie pup who has poor balance and coordination with his two front legs.....especially when he first wakes, he tries to stand up and flops everywhere. also his neck seems floppy at times and he tends to walk around in circles at times with his unbalance...a vet has checkd him says his too young to confirm anything and thinks he will outgrown it. i have tried everywhere to no avail to find some info on this problem.....
