Betta fish looking sick, white face, lethargic?

Sounds to me like body fungus. It moves fast, it can kill fast, and it can cause the color change, the darting, everything you've said. Melafix, pimafix, and a gradual increase/decrease of temperature to 76-78F will at the very least make him more comfortable, and with any luck, will treat him. Good luck.
